Each clip can be up to three minutes long and allows the messages to be played back as soon as the recipient is online.
The service is initially available on iOS, Android and Mac for users who pay for an upgrade to Skype Premium.
Skype's Windows and Windows Phone clients will not get the full service until April.
For now they won’t have the “send” feature, but they will be able to receive video messages sent to them by other users.
The new feature works on Android and iOS by using the front facing camera, with an option to switch to the rear.
